An HSA has two distinct parts that work together: Part 1. A Qualified High Deductible Health Plan (HDHP) Part 2. A Tax-Exempt Savings Account. The core idea of the HSA is simple; consumers will shop more wisely when their own heath care dollars are at stake. This seemingly obvious concept came from a Rand Corporation study involving 3,958 Americans conducted between 1972 and 1982. The study led to the creation of MSAs (Medical Savings Accounts) in 1997, which evolved into HSAs in 2004. The high deductible plan saves you money, while the tax exempt savings account encourages you to put those savings away to pay for routine medical expenses, including dental and vision care. Visionaries predict that when HSAs become commonplace, millions of price-sensitive consumers will force health care providers to obey the laws of supply and demand, thereby controlling - or even lowering - heath care costs and insurance premiums.
